Karnataka Approves Rs 39,121.46 Crore Action Plan for SCSP/TSP in 2024-25

The Karnataka State Government has given the green light to an action plan aimed at uplifting the lives of Scheduled Castes (SC) and Scheduled Tribes (ST). With an allocation of Rs 39,121.46 crore for the fiscal year 2024-25, this initiative focuses on targeted development and welfare programs.

Key Highlights:

• Allocation Breakdown: Under the Scheduled Caste Sub Plan (SCSP), Rs 27,673.96 crore has been earmarked, while the Tribal Sub Plan (TSP) receives Rs 11,447.50 crore.
• Proportional Budgeting: The plans ensure that funds are allocated in proportion to the SC/ST population in the state.
• Guarantee Schemes: The allocated amount is specifically directed toward SCs and STs, including through guarantee schemes.
• Departmental Allocations: Notable allocations include Rs 8,480 crore for the Women and Child Welfare Department, Rs 5,026 crore for the Energy Department, Rs 4,174 crore for the Social Welfare Department, Rs 3,403 crore for the Revenue Department, and Rs 3,163 crore for the Rural Development Department.
• Effective Utilization: The government emphasizes that grants should be spent within the same year to prevent lapses. Last year, 97.23% of the allotted funds were utilized.
• Savings and Reallocation: An estimated Rs. 1,320 crore can be saved under SCSP/TSP across various departments, which will then be reallocated to address deficits.
• Increased Allocation: Compared to the previous year, this allocation represents a significant increase of Rs. 3,900 crore.
• Education Initiatives: Each hobli (administrative unit) will have a residential school, with 25% of seats reserved for outsiders and 75% for locals.
• Evaluation and Impact: The implementation of SCSP/TSP schemes and guarantee programs will be closely evaluated to measure social and economic improvements. A door-to-door study will provide detailed insights.
• Opposition Concerns: The BJP has raised concerns about fund diversion for guarantee schemes.
